摘要:
按先进性、系统性、科学性、可比性等原则，综合考虑专家意见和实际工作情况，构建区域卫生科技创新发展指数，并进行验证。实证显示，某市2010—2014年卫生科技创新发展指数呈逐年上升趋势，与实际情况基本相符。因此，本文提出的区域卫生科技创新发展指数是一种实用、可操作、可推广的量化绩效管理工具。
