摘要:
医疗管制模式和医疗治理模式是解决医疗服务市场失灵的两大医疗体制机制。从假设、功能、机制三个方面比较医疗管制模式和医疗治理模式，得出医疗治理模式优于医疗管制模式的结论，并提出改革医疗管制模式和构建医疗治理模式的对策建议。
Abstract:
The medical control model and the medical governance model are two major medical system mechanisms to solve the failure of the medical service market. Comparing the medical control model and the medical governance model from three aspects，namingly hypothesis，function and mechanism，this paper concludes that the medical governance model is superior to the medical control model，and proposes countermeasures to reform the medical control model and construct the medical governance model.
