摘要:
调查分析“两票制”对药品生产企业和代表性药品价格变化的影响。结果显示：实施“两票制”后药品生产企业流通层级减少，经济运行平稳，药品出厂价格上升、终端价格下降、中间费用率降低。“两票制”在药品价格方面的政策效果符合预期，但需加强政策联动并防范政策风险。
Abstract:
This paper investigated and analyzed the impact of the “two-vote system” on the price changes of pharmaceutical manufacturers and representative drugs. The results showed that after the implementation of the “two-vote system”, the circulation level of pharmaceutical production enterprises was reduced, the economic operation was stable, the ex-factory price of medicines rose, the terminal price decreased, and the intermediate expense rate decreased. The policy effects of the “two-vote system” on drug prices was in line with expectations, but it was necessary to strengthen policy linkages and prevent policy risks.
