摘要:

运用问卷与访谈，调查公立医院管理人员对医药、医疗、医保等领域改革实践的认知和评价。结果认为，医药领域主要是取消药品加成对医院运营造成一定困难；医疗领域主要是医院缺乏专业管理人才，人事分配制度改革推行缓慢；医保领域主要是医保整合给医院运营带来挑战。对此，建议政策支持与医院内部管理协同发力，减轻取消药品加成对医院经营管理带来的困难；公立医院把握好政府放权的分寸，合理去行政化、健全内部法人治理结构；有效推进医保支付方式改革。

Abstract:

Questionnaires and interviews were used to investigate the cognition and evaluation of public hospital management personnel on reform practices in the fields of medicine，medical care，and medical insurance. The results showed that cancellation the drug add-on caused certain difficulties to hospital operations in the field of medicine；the lack of professional management personnel slowed the reform of the personnel distribution system in the field of medical care；the integration of medical insurance brought challenges to hospital operations in the field of medical insurance. In this regard，it is recommended that policy support and hospital internal management should work together to reduce the difficulties brought by the cancellation of drug add-on to hospital operation. Public hospitals should grasp the government's decentralization to rationally decentralize and improve internal corporate governance structure and effectively promote reform of medical insurance payment methods.
