摘要:
公立医院全面取消药品加成，以财政补偿和医疗服务价格调整弥补医院收入损失的政策暂时实现了医院层级的收支平衡，但一次性的价格调整既无法适应医疗服务成本的动态变化，又无法规范医生处方行为。本文在分析现有价格调整政策的基础上，提出公立医院医疗服务价格动态调整的对策：建立激励与约束机制、引入价值医疗因素、调高技术难度权重和调低风险程度权重“双管齐下”。
Abstract:
Public hospitals have completely abolished drug add-on，and the policy of making financial compensation and medical service price adjustment to compensate for hospital income loss has temporarily achieved the balance of income at the hospital level. But the one-off price adjustment can neither adapt to the dynamic changes of medical service costs，nor can it standardize the prescription behavior of doctors. On the basis of analyzing the existing price adjustment policies，this paper put forward the countermeasures for the dynamic adjustment of the price of medical services in public hospitals，including establishing incentive and restraint mechanisms，introducing value medical factors，increasing the technical difficulty weight and lowering the risk degree.
