目的：基于社会共治视域，从监管主体、监管客体、监管手段和反馈机制四个维度构建药品安全监管体系。方法：选取14个药品安全监管检测指标，利用topsis法综合评价江苏省药品安全监管检测情况。结果：2013—2017年，3个样本城市的药品监管检测指标的Ci值均不同程度下降，但总体来说，江苏省药品安全监管检测情况较为稳定；从均值看，苏南、苏中、苏北并无明显差异。结论：建立统一的药品安全监管机构，强化检验检测流程监管，构建社会共治格局。
Abstract:
Objective Based on the social co-governing horizon，the drug safety supervision system is constructed from four dimensions: regulatory subject，regulatory object，regulatory means and feedback mechanism. Methods Fourteen drug safety supervision and testing indicators were selected，and the drug safety supervision and testing situation in Jiangsu Province was comprehensively evaluated by the methods of the topsis methods. Results From 2013 to 2017，the Ci values of drug regulatory indicators in the three sample cities declined to varying degrees. However，in general，the drug safety supervision and testing situation in Jiangsu Province was relatively stable；from the mean，northern，central，and southern Jiangsu didn't report significant differences. Conclusion We should establish a unified drug safety regulatory agency，strengthen the supervision and inspection process supervision，and build a social co-governance pattern.
