摘要:
在梳理各地商业保险公司参与健康扶贫经验的基础上，归纳了商业保险公司参与健康扶贫的4种路径——经办社会医疗保险、承办政策性补充医疗保险、开发健康扶贫系列商业保险和参与疾病预防与健康管理，认为商业保险公司参与健康扶贫必须处理好公共性与营利性、政府职能与市场效率、政策支持与长效机制、保险公司主业与辅业之间的关系。在此基础上，从政策法制环境、政企合作机制、健康保障长效机制和保险公司专业优势4个角度提出了建议。
Abstract:
On the basis of combing the experience of local commercial insurance companies in participating in health and poverty alleviation，the four paths of commercial insurance companies participating in health and poverty alleviation are summarized:handling social medical insurance，undertaking policy-based supplementary medical insurance，developing series of health poverty alleviation commercial insurance and participating in disease prevention and health management. We believed that commercial insurance companies should deal with the relationship between publicity and profitability，government functions and market efficiency，policy support and long-term mechanisms，and insurance companies' main business and auxiliary industry when participating in health poverty alleviation. On this basis，suggestions are put forward from four perspectives: policy and legal environment，government-enterprise cooperation mechanism，long-term health protection mechanism，and professional advantages of insurance companies.
