目的：评价武汉市各级各类医院控费改革成效，为优化控费监测指标提供参考。方法：采集武汉市58家公立医院2013—2018年费用监测数据，对其中未达标的部分医院进行分析。结果：三级医院和综合医院未达标指标的比例最大，部分二级医院和专科医院监测指标基数较小，导致指标值增速较快。结论：三级综合医院是控费的重点；加强对控费监测指标的认识，适当放宽对二级医院的指标限制，对专科医院指标任务进行合理细分。

Abstract:

Objective To evaluate the effectiveness of the fee controlling reform of various hospitals at various levels in Wuhan，and to provide reference for optimizing the monitoring indicators of fee controlling. Methods The cost monitoring data of 58 public hospitals in Wuhan from 2013 to 2018 were collected，and data of some hospitals that did not meet the standards were analyzed. Results The proportion of the III-level hospitals and general hospitals that did not meet the standard was the largest，and the monitoring index of some secondary hospitals and specialized hospitals was small，which led to the rapid growth of the index values. Conclusions The tertiary and general hospitals were the focus of the fee controlling； we should strengthen the understanding of the fee monitoring indicators，appropriately relax the index restrictions on the secondary hospitals，and rationally subdivide the target tasks of the specialized hospitals.
