摘要:
健康扶贫政策在实践中存在碎片化健康扶贫、象征性健康扶贫和运动式健康扶贫三大执行偏差现象。究其原因，主要在于政策执行部门的协同性不足，因病致贫识别机制不科学，健康扶贫的社会基础薄弱，政策设计缺乏便民性，监督考核机制不健全等。为提升健康扶贫政策执行实效，需要重视健康扶贫的联动性、扎实性和长效性，提高脱贫攻坚质量。
Abstract:
The health poverty alleviation policy has three implementation deviations: fragmented health poverty alleviation，symbolic health poverty alleviation and campaign-style health poverty alleviation. The reason is mainly due to the lack of synergy of the policy implementation departments，the unreasonable identification mechanism for poverty-stricken diseases，the weak social foundation for health poverty alleviation，the lack of convenience for policy design，and the imperfect supervision and evaluation mechanism. In order to improve the effectiveness of the implementation of health poverty alleviation policies，it is necessary to pay attention to the linkage，solidity and long-term effectiveness of health poverty alleviation，and improve the quality of poverty alleviation.
