摘要:
新时代健康扶贫要始终坚持和贯彻以人民为中心的基本原则，并体现两大特征：一是提高医疗保障水平和控制医疗费用相结合，二是疾病救治与健康管理相结合。从公共政策的视角，当前健康扶贫政策存在目标指向不明确、问题精准性不足、衔接与整合欠缺、政策细化和落实不够等问题。为此，要从帮扶主体多元化、帮扶对象精准化、帮扶过程精细化、帮扶机制长效化等方面优化和完善健康扶贫政策体系。
Abstract:
The health and poverty alleviation in the new era must always adhere to and implement the basic principles of the people-centered，and reflect two characteristics: first，improve the level of medical security and control medical expenses，and second，to combine the disease treatment and health management. From the perspective of public policy，the current health poverty alleviation policy has problems such as unclear goals，insufficient problem precision，lack of convergence and integration，lack of policy refinement and insufficient implementation. To this end，we must optimize and improve the health and poverty alleviation policy system from the aspects of diversifying the main body，accelerating the object of assistance，refining the process of assistance，and lengthening the assistance mechanism.
