摘要:
对长期照护保险中被保险人身体机能状况的评估标准，选择德国、日本、荷兰以及我国部分试点城市进行比较分析，以我国民政部试行标准为蓝本，设计评估标准，包括日常生活活动能力、精神功能、感知觉与沟通、社会参与与社会支持、疾病护理与特殊照护5个维度及其指标。统一科学的评估标准既有助于更好地满足被保险人的照护需要，也有助于满足国家监管需要，为长期照护保险制度的不断完善打好基础。
Abstract:
For the evaluation criteria of the insured's physical function in long-term care insurance， we selected Germany， Japan， the Netherlands and some pilot cities in China for comparative analysis. Based on the trial standards of the Ministry of Civil Affairs， we designed evaluation criteria， including five dimensions， listed as activities and spirit of daily living activities， perception and communication， social participation and social support， disease care and special care. The unified scientific evaluation criteria not only helps to better meet the insured's care needs， but also helps meet the national regulatory needs and lays a solid foundation for the continuous improvement of the long-term care insurance system.
