摘要:
目的：对健康扶贫政策实施效果进行实证研究。方法：采用描述性统计方法，对河北省健康扶贫政策实施效果进行定量分析。结果：河北省贫困人口医疗支出中，基本医保、大病保险以及救助等支出占比逐年上升，自付费用逐年下降，贫困人口医疗负担极大减轻；从疾病分布看，救助人数多且医疗支出高的病种有脑血管病、恶性肿瘤、糖尿病等慢性病，人均医疗支出较多的病种主要有终末期肾病、重症败血症等。结论：河北省健康扶贫工作成效显著，但扶贫政策实施的地区差异化较大，资金支出结合不均衡，扶贫政策仍需完善。
Abstract:
Objective To conduct an empirical study on the implementation effect of health poverty alleviation policies. Methods Descriptive statistical methods were used to quantitatively analyze the status of poverty alleviation in Hebei Province. Results Among the medical expenditures of the poor population in Hebei Province， the proportion of expenditures on basic medical insurance， major illness insurance and salvage increased year by year， the self-paying expenses decreased year by year， and the medical burden of the poor population was greatly reduced. From the perspective of disease distribution， the number of rescued population was high and medical expenses of diseases include cerebrovascular diseases， malignant tumors， diabetes and other chronic diseases were high. The diseases with more per capita medical expenditures mainly were chronic diseases.Conclusion The health poverty alleviation work in Hebei Province has achieved remarkable results. However， the regional implementation of poverty alleviation policies is relatively different， the combination of capital expenditures is uneven， and the poverty alleviation policy still needs to be improved.
