摘要:
对历年健康扶贫政策文件类型和发文部门进行梳理，基于基本政策工具和健康扶贫作用两个维度，进行单元编码与维度分析，通过二维分析框架，探究我国现行的健康扶贫政策体系存在的局限性,提出完善我国健康扶贫政策的新思路——优化环境型政策工具内部结构、发挥供给型政策工具的推动作用、弥补需求型政策工具的使用缺陷、补齐健康扶贫作用短板，实现健康扶贫的可持续发展。
Abstract:
By sorting out the types of healthy poverty alleviation policy documents and the publishing departments over the years，this paper conducted unit coding and dimensional analysis based on the two dimensions of basic policy tools and health poverty alleviation. Through a two-dimensional analysis framework，this paper explored the limitations of China's current health poverty alleviation policy system and proposed ideas for improving China's health poverty alleviation including optimizing the internal structure of environmental policy tools，promoting the role of supply-oriented policy tools，making up for the shortcomings of the use of demand-based policy tools and complementing the short-term role of health and poverty alleviation to achieve sustainable development of health poverty alleviation.
