目的：比较北京市卫生资源公平性与卫生服务利用公平性的差异，为推进 “非首都功能”疏解工作提供参考。方法：利用北京市区域统计年鉴和第五次卫生服务调查数据，测算按区县分组的卫生资源配置公平性，计算按区县和收入分组的集中指数，分析卫生服务利用公平性，将两者进行比较。结果：北京市卫生资源配置不公平，但居民卫生服务利用较公平，两者存在显著差异。结论：北京市在推进 “非首都功能”疏解工作时，不能一味追求医疗资源和卫生服务利用的均等或公平，需要在满足一定的外地患者就医比例的情况下从卫生资源、人员技术、服务能力等方面加以
Abstract:
Objective Compare the differences between health resources fairness and health service utilization fairness in Beijing, and provide the reference for promoting the “non-capital function”. Methods Using the Beijing Regional Statistical Yearbook and the data from the Fifth Health Service Survey, we can estimate the fairness of health resource allocation by districts and counties, calculate the concentration index by districts and counties, analyze the fairness of health service utilization, and compare these results. Results The health resources in Beijing is unfair allocation, but the use of health services by residents is fair, and there are significant differences between them. Conclusion When promoting the mediate work of“non-capital function”, government cannot pursue equal or fair utilization of medical resources and health services. It needs to be comprehensively considered from the aspects of health resources, personnel technology, service capabilities and so on, try to satisfy a certain proportion of foreign patients to get medical treatment.
