摘要:
通过政策分析和实地调查等方法研究发现，以提供优质便捷医疗服务为目标的“服务供给”和以提升签约对象健康生活能力为目标的“能力供给”是家庭医生签约服务的双重目标；要以“健康中国”建设为目标，通过改变传统医生角色与医患关系、改变签约服务工作方式与内容、改变家庭医生形成路径和签约服务推进模式、完善考核评价体系等路径，实现家庭医生签约服务从“服务供给”到“能力供给”的转变。
Abstract:
Through policy analysis and field investigation and other methods,it shows that the dual goals of the Family Doctor Contracted Service is the"service supply" with the goal of providing high-quality，and convenient medical service is the"capacity supply" with the goal of improving the healthy living ability of the contracted residents；It is necessary to take the construction of "healthy Chin"as the goal，by changing the role of traditional doctors and the relationship of doctor-patient,changing the way and content of contracted services，changing the formation path of family doctors and the promotion mode of contracted services,perfecting the performance assessment system,and realizing the transformation of family doctor contracted service from "service supply"to"capacity supply".
