摘要:
运用史密斯政策执行过程模型，对我国互联网医疗政策的执行问题进行分析。结果显示，我国互联网医疗政策本身可操作性不强，执行机构的部门协作能力、人才资源状况、技术条件均有待改善，目标群体对互联网医疗的认知和服务利用较低，有利于政策执行的社会“软环境”尚未形成。基于此，建议从健全政策法规、加强人才技术支撑、构建行业生态闭环、防范医疗服务风险等方面着手解决问题，推动互联网医疗的发展。
Abstract:
The Smith policy implementation process model is used to analyze the implementation of Internet medical policy in China.The results show that the maneuverability of Internet medical policy itself is not strong,the departmental cooperation ability,human resources and technical conditions of the implementing agencies need to be improved. The target groups' cognition and service utilization of Internet medical care are low and a social "soft environment" conducive to policy implementation has not yet been formed. Based on these,it is suggested to solve the problems from the aspects of perfecting policies and regulations,strengthening the technical support of talents,constructing the ecological closed loop of the industry, and preventing the risks of medical services,so as to promote the development of Internet medicine.
