摘要:
四川秦巴山区实施健康扶贫政策以来，贫困发生率和因病致贫率大幅降低，健康贫困现象大幅改善，但因病致贫返贫风险仍然存在，健康扶贫政策的可持续性面临较大挑战。通过分析四川秦巴山区扶贫对象、医疗卫生、医疗保障、扶贫尺度及机制等，总结可持续健康扶贫政策的实施困境，为当地和其它地区建立健康扶贫长效机制提供参考。
Abstract:
Since implementation of the health poverty alleviation policy in Qinba Mountain area of Sichuan,the poverty incidence and poverty rate due to illness have been greatly reduced,and phenomenon of health poverty has been greatly improved, but the risk of poverty and re-poverty caused by disease still exists,and sustainability of health poverty alleviation policy is facing great challenges.Through the analysis of poverty alleviation objects,medical and health care,medical security,poverty alleviation scale and mechanism in Qinba Mountain area of Sichuan,this paper summarizes the difficulties in the implement predicament of sustainable and healthy poverty alleviation policy,so as to provide reference for the establishment of a long-term mechanism of health poverty alleviation in local and other areas.
