摘要:
农村医养结合服务存在老年人负担能力低、机构设施不健全、服务标准缺失、政策扶持存在城乡和体制差别、从业人员专业素养不高等问题。发展农村医养结合服务，是补齐农村公共服务短板、促进农村社会治理和社会发展现代化的重要内容。发展农村医养结合服务，关键在于使医养结合服务的供需双方达到平衡，以及医疗和养老两类机构能有效合作。建议加大财政支持，建立适合农村老年人需求的医养结合服务体系，调动社会力量参与农村养老事业的积极性，加快推进农村智能化养老服务体系建设，提升农村医养结合服务水平，建立城乡长期护理保险制度，加快培育农村医养结合服务专业人才，满足农村老年人的健康养老需求。
Abstract:
There are problems in the combination of medical and health care in rural areas，including low affordability of the elderly，imperfect institutional facilities，lack of service standards，differences in policy support of urban-rural areas and systems，low professional literacy of employees，and so on. The development of medical and health care combination services in rural areas is an important content of complementing the shortcomings of rural public services，and promoting the modernization of rural social governance and social development. The key to the development of the medical and health care combination in rural areas is to balance the supply and demand，and promote effectively cooperation between medical establishment and pension institutions. It is suggested to increase financial support and establish a combination of medical and health care service system suitable for the elderly needs in rural areas，mobilize the enthusiasm of social forces to participate in the rural elderly care business，accelerate the construction of intelligent pension service system in rural areas，improve the service level of the medical and health care combination in rural areas，establish a long-term care insurance system in urban-rural areas，speed up the cultivation on professionals of medical and health care combination，and meet the healthy elderly needs in rural areas.
