摘要:
借助国家卫生健康委员会发布的医联体绩效评价指标体系，对某省医联体建设改革效果进行评价，结果显示：该省在医联体建设过程中，从改革医保支付方式、提升基层服务能力等方面综合施策，取得了一定成效，绩效考核结果总体良好，在“组织实施”和“分工协作”等方面绩效优秀，但在“资源下沉”“信息平台建设”等方面仍有不足。医联体建设应以目的为导向，完善基层医务人员保障机制，健全责任共担和利益共享机制，细化医联体内医保支付体系，推进统一的信息化平台建设，从而促进医联体长效发展。
Abstract:
With the help of the performance evaluation index system of medical alliance issued by the National Health Commission，this paper evaluates the reform effect of medical alliance construction in a province. The results show that in the process of medical federation construction，this province has made achievements in reforming the payment mode of medical insurance and improving the primary service capability. The results of performance evaluation are generally good，and excellent performance in "organization and implementation" and "division of labor and cooperation"，but there are still deficiencies in "resource sinking" and "information platform construction". The construction of medical alliance should be goal-oriented，improve the security mechanism of primary medical staffs，improve the mechanism of responsibility sharing and benefit sharing，refine the medical insurance payment system in the medical alliance，and promote the construction of a unified information platform，so as to promote the long-term development of the medical alliance.
