摘要:
我国长期照护在政策上存在定位不清、总体目标规划不精准、多头领导、缺少统一的筹资标准和相应的政策工具、长期护理保险与其它保险关系不清等问题。对此，在宏观层面，应明确长期照护的定位，将长期照护从养老服务中独立出来，发展“喘息服务”，确定“在地老化”的总体目标规划；在中观层面，应优化长期照护资源整合，促进相关机构融合，并统一筹资标准；在微观层面，应设计科学的政策工具，加快长期照护服务递送体系建设，并建立健全长期护理保险制度。
Abstract:
Through sorting out policy documents, it is found that there are some problems in China's long-term care, such as unclear policy positioning, inaccurate overall goal planning, too many leaders, lack of unified financing raise standards and corresponding policy tools, unclear relationship between long-term care insurance and other insurances, and so on. So at the macro level, we should clarify the orientation of long-term care, separate long-term care from pension services, develop "respite service", and determine the overall goal planning of "aging in place"; at the meso level, we should optimize the integration of long-term care resources, promote the integration of relevant institutions, and unify financing raise standards. At the micro level, we should design scientific policy tools, speed up the construction of long-term care service delivery system, and establish and improve long-term care insurance system.
