摘要:
分级诊疗有助于提供低成本、高效率和以人为本的服务，促进全民健康覆盖目标的实现。“全民健康覆盖”包含卫生服务利用公平、卫生保健质量和经济风险保护三层含义。通过合理配置医疗资源、发挥医保战略性购买功能、提高初级卫生保健能力，促进分级诊疗，从而确保全民健康覆盖目标的实现。
Abstract:
Graded diagnosis and treatment helps to provide low-cost, high-efficiency and people-oriented services and promote the achievement of the goal of universal health coverage. "Universal health coverage" includes three meanings: fair utilization of health services, quality of health care and economic risk protection. Through the rational allocation of medical resources, give full play to the strategic purchase function of health insurance, improve the ability of primary health care, and promote graded diagnosis and treatment, so as to ensure the realization of the goal of universal health coverage.
