摘要:
以病种为抓手提升公立医院专科运行效率效益，主要措施有：基于技术难度和效率效益，实施病种分类管理；以病种口径统一财务评价指标，实施基准值管理；整合院内和院外资源，支撑病种结构优化和效率效益提升；推动医护药剂等业务管理与绩效杠杆联动。为此，要基于病种运行数据，优化全院床位资源配置；疏通临床诊疗堵点，促进院内资源协同运行；拓展业务技术内涵，促进专科专病高质量发展；强化对病种和项目操作难度的量化评价。
Abstract:
Improve the efficiency and effectiveness of specialist operation of public hospitals by disease types, the main measures including: implementing classification management of disease types based on technical difficulty and efficiency benefits; unifying financial evaluation indicators based on disease types and implementing benchmark value management; integrating internal and external hospital resources to support the optimization of disease structure and the improvement of efficiency and benefit; promote the linkage of medical pharmacy and other hospital management and performance levers. It is necessary to operate data by disease types, optimize allocation of hospital bed resources; mediate clinical diagnosis and treatment blocking, promote the collaborative operation of hospital resources; expand the technical content, improve high-quality development of specialized diseases; strengthen quantitative evaluation on the difficulty of disease types and project operations.
