摘要:
近年来，我国各地陆续开展了长期护理保险试点工作。本文通过对15个试点城市实施现状的分析，发现存在失能量表过于简单、等级划分笼统且不统一、保障范围小、评定技术不科学、评定机构无统一标准、复评时间间隔差异大等问题。因此，有必要完善失能等级评定量表，细化评定等级，制定统一的等级划分和复评时间间隔标准，扩大保障范围，发挥第三方评估机构的作用以及改进评定技术，促进我国长期护理保险的发展。
Abstract:
In recent years, pilot projects of long-term care insurance have been successively carried out in many cities in China. Based on the current situation analysis of 15 pilot cities, it was found that there are problems such as disability scale is too simple, general and inconsistent classification, small coverage, unscientific evaluation technology, without uniform standard for evaluation institutions, and large differences in re-evaluation time intervals. Therefore, it is necessary to improve the disability rating scale, refine the rating, formulate a unified rating and re-evaluation interval standards, expand the scope of protection, play the role of third-party evaluation agencies and improve the evaluation technology to promote the development of long-term care insurance in China.
