摘要:
分级诊疗制度建设是深化医改的重点与难点。浙江省作为全国综合医改试点省份，联动推进“医联体+医共体”建设，为全面落实分级诊疗制度打下了良好的基础。本文以浙江实践为蓝本，探讨医联体布局对分级诊疗的影响，提出医联体视域下分级诊疗制度建设的思考建议：高质量推进医联体的网格化布局，加快推动优质医疗资源扩容和均衡布局，完善医联体内部运行治理，建立健全分级诊疗的管理机制，发挥医保杠杆作用，提升基层服务水平，引导群众理性就医。
Abstract:
The construction of hierarchical medical system is the focus and difficulty of deepening the medical reform. As a national pilot province for comprehensive medical reform, Zhejiang Province has jointly promoted the construction of "medical alliance + county-level medical alliance", which has laid a good foundation for the full implementation of the hierarchical medical system. Based on the practice in Zhejiang, this paper discussed the influence of the layout of medical alliances on hierarchical medical system, and put forward some suggestions for the construction of the hierarchical medical system in the field of medical alliances. It is suggested to expand and balance the layout, improve the internal operation and governance of the medical alliance, establish and improve the management mechanism for hierarchical medical system, give play to the leverage of medical insurance, improve the level of primary care services, and guide the rational medical treatment.
