摘要:
当前我国正处于由巩固脱贫攻坚成果向乡村振兴有效衔接的关键时刻，新的时代背景对我国脱贫地区的慢性病管理工作提出了新的要求。本文从政策方针、卫生资源配置、慢性病管理模式和健康教育四个方面梳理我国脱贫地区的慢性病管理现状，发现存在部分政策缺乏可持续性、卫生资源配置不充分、慢性病防控困难和健康教育较难开展等困境。对此，提出了完善政策顶层设计、建立稳定长效的管理机制、提高慢性病防控水平、持续开展健康教育与健康促进、推动“互联网+医疗健康”融合发展等五个方面的建议，以期优化慢性病管理路径，提高脱贫地区慢性病防控水平。
Abstract:
China is undergoing a crucial transitional phase from poverty alleviation to rural revitalization. This calls for new requirements about the management of chronic diseases in poverty alleviation areas. This article reviewed the current situation of chronic disease management in poverty alleviation areas from four aspects: policy guidelines, health resource allocation, chronic disease management mode, and health education. It is found that we are confronted with a lack of policy sustainability, an uneven distribution of health resources, and hard implementation of chronic disease prevention and control as well as health education.. We proposed to improve the top-level design of policies, establish a sound and stable long-term management mechanism, enhance the quality of chronic disease prevention and control, continuing advance health education and health promotion, and promote the integrated development of "Internet + medical health", in order to optimize the management of chronic diseases and improve the the quality of chronic disease prevention and control in poverty alleviation areas.
