摘要:
常态化疫情防控下，老年慢性病患者面临疫情防控和慢性病防治的交叠、生理与心理的双重压力、健康管理开展困难等问题。为此，应积极推进健康维护与疫病防控相结合（平疫结合）的健康治理模式：以治理主体多元化为核心、协同主客体关系为关键、互联网治理平台为手段、心理危机干预为要点。同时，提出了健康治理的具体行动策略：充分优化基层医疗机构的防治功能，做好常态化疫情防控的“守门人”；发挥中医药在疫情防控与慢性病防治中的独特优势；积极构建依托“互联网+”技术的线上问诊平台；健全常态化疫情防控下的心理危机干预机制，最终形成协同化、常态化、系统化的健康治理格局。
Abstract:
Under the normalized epidemic prevention and control, elderly patients with chronic diseases are faced with the overlapping of epidemic prevention and chronic disease prevention and control, the dual pressures of physiology and psychology, and difficulties in health management. To this end, a health governance model that combines health maintenance and epidemic prevention and control (peacetime and epidemic combination) should be actively promoted. It is suggested to take the diversification of governance subjects as the core, the coordination of subject-object relationships as the key, the Internet governance platform as a means, and psychological crisis intervention as the key point. At the same time, this study put forward specific action strategies for health governance. First, it is recommended to fully optimize the prevention and treatment functions of primary medical institutions, and to be the "gatekeeper" of normalized epidemic prevention and control. Second, it is important to give play to the unique advantages of traditional Chinese medicine in epidemic prevention and control and chronic disease prevention. Third, this paper suggested to actively build online consultation platform using "Internet +" technology. Last, it is necessayr to improve the psychological crisis intervention mechanism under the normalized epidemic prevention and control, and finally form a coordinated, normalized and systematic health governance pattern.
