摘要:
基于多中心治理的理论视角，分析“惠民保”发展现状，总结存在的问题，探索构建“惠民保”可持续发展的多中心治理路径——多元共治网络、加强政策保障、引入自我竞争机制、促进社会参与监督、明确多方权责关系。
Abstract:
Based on the theoretical perspective of multi-center governance, this paper analyzed the development status of "City-customized Medical Insurance", summarized the existing problems, and explored the construction of a multi-center governance path for the sustainable development of "City-customized Medical Insurance". It is suggested to build multiple co-governance networks, strengthen policy guarantees, introduce self competition mechanism, promote social participation in supervision, and clarify the relationship between multiple parties' rights and responsibilities.
