摘要:
基于2002—2019年省级面板数据，采用固定效应模型探究人口老龄化、地方财政能力对医疗卫生资源供给的影响。结果表明：人口老龄化对医疗卫生资源供给存在正向影响；地方财政能力对医疗卫生财力投入具有显著正向影响，对医疗卫生人力资源投入具有显著负向影响；地方财政能力一定程度可以降低人口老龄化对卫生资源供给产生的边际效应。因此，需紧扣区域人口结构变动特征，协调医疗卫生资源配置结构；优化地方财政支出结构，加大对医疗卫生领域的投入力度，进一步促进医疗卫生资源配置均衡化。
Abstract:
Based on provincial panel data from 2002 to 2019, a fixed-effects model was used to explore the effects of population aging and local fiscal capacity on the supply of health care resources. Results showed that population aging had a positive effect on the supply of health care resources. Local financial capacity had a significant positive effect on financial investment in health care and a significant negative effect on investment in health care human resources. Local financial capacity could reduce the marginal effect of population aging on the supply of health care resources to a certain extent. Therefore, it is necessary to closely follow the characteristics of regional demographic changes and coordinate the structure of health care resource allocation. It is suggested to optimize the structure of local financial expenditure, increase the investment in health care and further promote the balanced allocation of health care resources.
