摘要:
目前,我国药品质量管理存在产业链分散、信息不对称、跨域协同难等问题,单靠“政府-企业”的原子式单向治理模式无法应对药品质量的动态变化。影响药品质量的因素分散在药品生产、经营和使用等多个管理域中,只有实现跨域质量协同,才能从根本上改善药品安全问题。本文融合全面质量管理理论、分布式协同理论与区块链技术,提出药品质量状态分布式协同机制,在药品整个生命周期中构建全局质量状态,通过观测状态与协同状态,实现药品质量状态分布式跨域协同管理。
Abstract:
At present, there are still some problems in drug quality management in China, such as industrial chain dispersion, information asymmetry, and difficult cross-domain coordination. The atomic one-way governance mode of "government-enterprise" alone cannot cope with the dynamic changes of drug quality. Factors affecting drug quality are scattered in multiple management domains such as drug production, management and use. Only by realizing cross-domain quality coordination can drug safety problems be fundamentally improved. This paper integrated the comprehensive quality management theory, distributed collaborative theory and blockchain technology, and put forward the distributed state collaborative mechanism of drug quality. It is suggested to construct the global quality state in the whole life cycle of drugs, and realize the distributed cross-domain collaborative management of drug quality state through the observation state and collaborative state.
