目的：分析我国老年人口的失能状况及其变化，为完善老年社会政策提供科学依据。方法：基于第六次、第七次全国人口普查数据，测算我国老年人口失能率及失能老人规模，从年龄、性别、城乡、地区、供养方式等维度分析老年人口失能状况及变化情况。结果：2010—2020年，我国老年人口失能率从2.96%下降至2.34%，失能老人规模从523万人增至618万人，老年人口失能状况在性别、年龄、城乡、地区和供养方式等方面存在显著差异和变化。结论：加快推进实施健康老龄化战略，优化医疗卫生资源配置，健全老年人长期护理服务体系，完善老年社会保障制度，以减少或延缓失能状况的发生，整体提升老年人口的健康水平；在此过程中必须充分考量我国老年人口失能状况的差异及变化情况。
Abstract:
Objective This study analyzed the status and its change of disabled elderly in China to provide evidence for improving social policies for the elderly. Methods Based on the data of the 6th and 7th national censuses, we measured the disability rate and the scale of the disabled elderly population in China, and analyzed the disabled status and changes in terms of age, gender, urban and rural areas, regions and type of elderly care. Results From 2010 to 2020, the disabled rate of the elderly in China decreased from 2.96% to 2.34%, and the scale of disabled elderly increased from 5.23 million to 6.18 million, with significant differences and changes in the disabled status of the elderly population in terms of gender, age, urban and rural areas, regions and type of elderly care. Conclusion It is recommended to accelerate the implementation of the healthy ageing strategy, optimize the allocation of medical and health resources, and improve the long-term care service system for the elderly. We suggest to improve the social security system for the elderly, reduce or delay the occurrence of disabling conditions and improve the overall health of the elderly population. In this process, the differences and changes in the disabled conditions of the elderly population in China must be fully considered.
