从医德医风的内涵出发,结合BSC绩效评价方法和目标管理理论,将医院的战略目标转化为医师的个人发展目标,建立三个层级的医师绩效评价指标体系。采用CRITIC法确立评价指标权重,运用K-means聚类算法实现对医师的分类,基于COWA算子建立考虑奖优罚劣耦合的医师绩效综合评价模型。基于昆明市某三甲医院16个科室的475名医师绩效表现历史数据,实证分析医师绩效综合评价模型的“奖优罚劣”效果。
Abstract:
With the aim of establishing a performance evaluation system for physicians in tertiary public hospitals, the three-level physician performance evaluation index systems was established from the perspective of the connotation of medical ethics. According to BSC performance evaluation method and management by objectives theory, the strategic goal of the hospital was transformed into the personal development goal of physicians. The CRITIC method was used to establish the weights of evaluation indicators and reduce the subjective influence of human factors. Considering the diversity of evaluation objects, the K-means clustering algorithm was used to achieve the classification of physicians. A comprehensive physician performance evaluation model was established based on the COWA operator, which took into account the coupling of merit and demerit. Finally, a case study was conducted based on historical data of the performance of 475 physicians from 16 departments in a tertiary hospital of Kunming in Yunnan Province. The empirical study showed that the physician performance evaluation mode was effective in classifying and rewarding the best and punishing the worst.
