摘要:
目的：剖析我国中医药健康服务政策在政策工具、发展要素和政策力度上的均衡性。方法：收集国家中医药健康服务政策文件，采用内容分析法和统计分析法进行政策条目多维交叉分析。结果：我国中医药健康服务政策工具运用失衡，内部子工具差异悬殊；发展要素维度虽然实现了政策全覆盖，但内部联动缺位；政策工具、发展要素和政策力度之间缺乏匹配性和协调性。结论：提高中医药健康服务政策工具运用均衡性，重视中医药健康服务发展要素的政策结构，完善中医药健康服务政策体系，提高政策联动性和协调性。
Abstract:
Objective To analyze the balance of Traditional Chinese Medicine (TCM) health service policies in China in terms of policy tools, development elements and policy intensity. Methods National TCM health service policy documents were collected and multidimensional cross-analysis of policy entries was conducted using content analysis and statistical analysis. Results There was an imbalance in the use of TCM health services policy tools in China, with disparate differences in internal sub-tools. Although the development factor dimension has achieved full policy coverage, internal linkages were missing; and there was a lack of matching and coordination between policy tools, development factors and policy strength. Conclusion It is suggested to improve the balanced use of TCM health service policy tools, pay attention to the policy structure of TCM health service development elements, improve the TCM health service policy system, and enhance policy linkage and coordination.
