摘要:
目的：了解上海市社区健康管理现状，分析存在问题，提出政策建议。方法：定量与定性相结合，对社区卫生服务中心进行问卷调查，对部分社区主任和家庭医生进行访谈。结果：上海市社区健康管理主要依托基本公共卫生项目开展，各业务条线均有相应的健康管理生产系统，存在信息不能完全互联互通、数据质量和利用率不高、未形成健康管理闭环等问题。结论：信息化赋能，减轻家庭医生工作负担；整合条块信息，实现数据共享；强化数字治理，提高数据利用；充实健康管理内涵，加强规范性建设，使社区健康管理向精细化、科学化方向高质量发展。
Abstract:
Objective To understand the current situation of community health management in Shanghai, analyze existing problems, and to propose policy recommendations. Methods The combination of quantitative and qualitative methods was used. The questionnaire survey was conducted on community health service centers, and interviews were conducted with some community directors and family doctors. Results The community health management in Shanghai mainly relies on basic public health services projects, and each business line has corresponding health management production systems. There are some problems such as incomplete interconnection of information, low data quality and utilization, and failure to form a health management closed-loop. Conclusion We should empower with information technology to reduce the workload of family doctors, integrate block information to achieve data sharing, strengthen digital governance and improve data utilization, enrich the connotation of health management and strengthen normative construction, and promote high-quality development of community health management towards refinement and scientific management.
