摘要:
目的：构建惠民保发展的政策支持网络，为完善惠民保相政策提供参考。方法：基于扎根理论，对13个省份的普民保相关政策文件进行文本分析。结果：通过逐级编码，得到原始概念183项，整理归纳后得到29个范畴、11个主范畴及3个核心范畴。结论：从政府行为、保险公司行为、市场行为三个方面提出惠民保发展的政策支持网络，并提出相应的对策建议，推动惠民保可持续稳定发展。
Abstract:
Objective To establish a policy support network for the development of inclusive commercial health insurance, and to provide reference for improving the policy of inclusive commercial health insurance. Methods Based on the grounded theory, text analysis was conducted on policy documents related to inclusive commercial health insurance in 13 provinces. Results Through step-by-step co-ding, 183 original statements were obtained. After sorting and induction, 29 categories, 11 main categories and 3 core categories were summarized. Conclusion This article proposes a policy support network for the development of inclusive commercial health insurance from three aspects: go-vernment behavior, insurance company behavior and market behavior, and proposes corresponding countermeasures and suggestions to promote the sustainable and stable development of inclusive commercial health insurance.
