摘要:
目的：探讨相对贫困新形势下广东省医疗救助对象扩围的方向，为完善相关政策提供依据。方法：通过政策分析，比较广东省各地市收入型和支出型贫困对象认定标准，以及医疗救助特殊对象的异同。结果：广东省医疗救助对象认定跟不上目前相对贫困的新形势，没有实现所有常住居民医疗救助政策均等化，经济因素是影响医疗救助水平的重要因素。结论：医疗救助对象扩围是必然趋势，要顺应相对贫困的新形势，适度扩大救助对象范围，并加大财政转移支付力度，促进常住居民医疗救助待遇均等化，降低灾难性医疗支出。
Abstract:
Objective To explore the direction of expanding the scope of medical assistance in Guangdong province under the new situation of relative poverty, and to provide a basis for improving relevant policies. Methods Policy analysis was used to compare the identification criteria for income and expenditure based poverty objects in various cities in Guangdong province, as well as the similarities and differences between special medical assistance objects. Results The identification of medical assistance objects in Guangdong province cannot keep up with the current situation of relative poverty, and the equalization of medical assistance policies for all permanent residents has not been achieved. Economic factors are important factors affecting the level of medical assistance. Conclusion The expansion of medical assistance objects is an inevitable trend. It is necessary to adapt to the new situation of relative poverty and moderately expand the scope of assistance objects, increase the intensity of financial transfer payments, promote the equalization of medical assistance benefits for permanent residents, and reduce catastrophic medical expenses.
