目的:介绍分布式成本效果评价方法,为我国开展纳入公平性考量的经济学评价研究提供参考。方法:介绍分布式成本效果评价的步骤和关键概念,梳理研究现状及局限。结果:目前分布式成本效果评价研究处于起步阶段,对“公平”缺乏规范定义、亚组数据可及性较差以及异质性等问题是限制该方法推广和应用的主要原因。结论:需要从多方面改善分布式成本效果评价的基础,推进纳入公平性考量的经济学评价研究。
Abstract:
Objective To introduce the method of distributional cost-effectiveness analysis, and to provide reference for the development of economic evaluation with considerations of fairness in China. Methods The steps and key concepts of distributional cost-effectiveness analysis are introduced in detail, and the application status and limitations are summarized. Results At present, the application of distributed cost-effectiveness analysis is still at beginning. The lack of normative definition of fairness, poor accessibility of subgroup data and high heterogeneity are the main reasons that limit the promotion and application of distributional cost-effectiveness analysis. Conclusion It is necessary to improve the information base of distributional cost-effectiveness analysis from various aspects, so as to promote economic evaluation research that takes fairness into consideration.
