摘要:
目的：探究全面脱贫前后我国健康减贫相关政策的变化，提出优化建议。方法：通过政策工具分类方法，从政策工具和政策作用两个维度对全面脱贫前后的健康减贫相关政策进行计量分析。结果：全面脱贫前后健康减贫相关政策变化不显著，存在政策工具构成失衡、对公共卫生体系建设重视程度下降等问题。结论：在全面脱贫与乡村振兴衔接期间，应注意健康减贫相关政策工具的均衡发展，在加强医疗保障的同时，逐步将公共卫生体系建设置于优先级，并通过产业帮扶联动和国际交流合作，促进健康减贫事业的可持续发展。
Abstract:
Objective To explore the policy changes related to health poverty reduction before and after China's comprehensive poverty alleviation, and to propose optimization suggestions. Methods Through a policy tool classification method, the relevant policies of health poverty reduction before and after comprehensive poverty alleviation were quantitatively analyzed from two dimensions of policy tools and policy roles. Results There was no significant change in policies related to health poverty reduction before and after comprehensive poverty alleviation. There were problems such as imbalanced composition of policy tools and decreased emphasis on the construction of the public health system. Conclusion During the transition between comprehensive poverty alleviation and rural revitalization, we should pay attention to the balanced development of policy tools related to health poverty reduction. While strengthening medical security, we should gradually prioritize the construction of the public health system. It is necessary promote sustainable development of health poverty reduction through industrial assistance and linkage, and international exchange and cooperation.
