目的：构建基层医疗卫生机构服务能力评价指标体系，为促进基层医疗卫生机构发展提供参考。方法：采用文献分析、专家咨询和主成分分析法，构建评价指标体系；采用描述性统计、聚类分析，评价54家基层医疗卫生机构服务能力。结果：采用主成分分析法辅助构建评价指标体系具有一定先进性，评价指标体系信效度良好；不同类型、不同地区的基层医疗卫生机构服务能力在综合得分和部分子维度上存在异质性，可聚类为5种典型模式。结论：深入研究服务能力的影响因素和相互关系，改进评价指标体系；优化资源投入结构，树立投入产出意识；重视基本医疗和公共卫生的均衡发展；针对不同发展模式的基层医疗卫生机构制定适宜的发展策略。
Abstract:
Objective To establish an evaluation index system for the service capacity of primary health care institutions, and to provide reference for promoting the development of primary health care institutions. Methods Literature analysis, expert consultation and principal component analysis were used to construct an evaluation index system. Descriptive statistics and cluster analysis were used to evaluate the service capacity of 54 primary health care institutions. Results The application of principal component analysis to the construction of the evaluation index system is progressiveness, and the reliability and validity of the evaluation index system are good. There are differences in the comprehensive scores and some sub dimensions of the service capabilities of primary health care institutions in different types and regions, which can be clustered into five typical patterns. Conclusion It is necessary to study in-depth on the influencing factors and interrelationships of service capabilities to improve the evaluation index system, optimize the structure of resource investment and establish awareness of input-output, emphasize the balanced development of primary medical care and public health, establish appropriate development strategies for primary health care institutions with different development models.
