摘要:
为满足失能老年人的护理需求，北京市海淀区、石景山区开展了商业型长期护理保险、社会保险型长期护理保险和失能老年人护理补贴制度试点。通过与上海市、广州市长期护理保险实践的比较，提出建议：完善长期护理保险产品设计、扩大保障范围、做好制度之间的衔接、完善居家养老服务体系，不断优化北京市长期护理保险政策。
Abstract:
To meet the nursing needs of disabled elderly people, commercial long-term care insurance, social long-term care insurance, and disabled elderly care subsidy systems have been piloted in Haidian District and Shijingshan District of Beijing. Through comparison with the practice of long-term care insurance in Shanghai and Guangzhou, this article proposes suggestions to improve the design of long-term care insurance products, expand the coverage of security, ensure the connection between systems, improve home-based care service system, and continuously optimize long-term care insurance policies in Beijing.
