摘要:
当前，公立医院收费行为违规的表现形式主要包括重复收费、分解收费、串换收费、自立项目收费、超标准收费等，其动因有价格管理政策的协同性欠佳、财政补偿和价格调整不到位、内部价格监管作用发挥受限、价格政策的理解执行存在分歧等。对此，亟需完善监管策略，通过建立综合监管机制、补偿机制以及合理的薪酬分配制度等，形成监管合力，减少公立医院收费行为违规的现象。
Abstract:
At present, there are various forms of irregularities in the charging behavior in public hospitals, mainly including repeated charges, decomposed charges, replaced charges, self-established project charges, and exceeding standard charges. The causes for the irregularities include poor coordination of price management policies, inadequate fiscal compensation and price adjustments, limited effectiveness of internal price supervision, and differences in the understanding and implementation of price policies. In this regard, there is an urgent need to improve supervision strategies for irregularities in the charging behavior in public hospitals. By establishing a comprehensive supervision mechanism, compensation mechanism, and a reasonable salary distribution system, the regulatory synergy is formed to reduce irregularities in the charging behavior in public hospital.
