摘要:
卢森堡是较早发展长期护理保险的国家，历经两次改革，在资金筹集机制、保障群体范围、职能机构设立、护理需求评估以及待遇给付形式等方面，改革成效显著。对此，中国可尝试借鉴卢森堡的经验，从扩大保障对象、建立储备金制度、完善监督管理职能、优化评估服务、完善服务内容等方面，进一步健全长期护理保险制度。
Abstract:
Luxembourg is an early country to develop long-term care insurance and has gone through two reforms, which have achieved remarkable results in terms of fund-raising mechanism, scope of protected groups, establishment of functional organizations, assessment of care needs and form of treatment and payment. In this regard, China can try to learn from Luxembourg's experience to further improve the long-term care insurance system by expanding the coverage groups, establishing a reserve fund system, improving the supervision and management functions, optimizing the assessment services, and improving the service contents.
