摘要:
目的：分析我国老年照护服务国家层面的相关政策，为老年照护服务体系建设提供理论依据。方法：借助Nvivo 12 Pro质性分析软件，通过分析框架构建、政策文本编码、使用频次统计等步骤，从基本政策工具类型和整合照护服务框架两个维度量化分析2013—2022年的39份政策文本。结果：老年照护服务基本政策工具结构失衡，整合维度分布不均，基本政策工具使用与照护服务整合维度的交叉匹配效果不佳。结论：发挥供给型政策工具的推动作用，适度调整需求型政策工具的结构，加大环境型政策工具的投入力度，优化老年照护服务整合维度的分布，是推动老年照护服务高质量发展的可行路径。
Abstract:
Objective To analyze the relevant policies at the national level of elderly care services in China, and to provide theoretical basis for the construction of the elderly care service system. Methods Using Nvivo 12 Pro qualitative analysis software, through framework construction, policy text coding, and frequency of use statistics, 39 policy texts from 2013 to 2022 were quantitatively analyzed from two dimensions, including basic policy tool types and integrated care service frameworks. Results There were some problems, such as imbalanced structure of basic policy tools for elderly care services, uneven distribution of integration dimension, and poor cross matching effect between the use of basic policy tools and the integration dimension of care services. Conclusion It is necessary to leverage the driving role of supply-oriented policy tools, moderately adjust the structure of demand-oriented policy tools, increase investment in environmental policy tools, and optimize the distribution of integration dimension in elderly care services, which are feasible paths to promote the high-quality development of elderly care services.
