目的：研究湖南省卫生资源高效配置的路径。方法：运用数据包络分析(DEA)测算湖南省14个市州的卫生资源配置效率，运用模糊集定性比较分析方法（fsQCA），从组态视角分析高效配置的条件组态。结果：2021年湖南省14个市州中，仅有5个市州达到DEA有效，综合效率均值为0.925。实现高效配置的组态有2条：基层—设施双轮驱动型、资源—经济—需求多元驱动型。结论：卫生资源高效配置存在多重路径，其中卫生设施发挥普适性作用；卫生资源配置效率呈现因果非对称性。各地可比对配置高效组态，优化内外部环境，因地制宜地探索卫生资源高效配置的适配性路径，实现优质医疗资源拓展共享。
Abstract:
Objective To explore the path to improve the efficiency of health resource allocation in Hunan Province. Methods Data Envelopment Analysis (DEA) was used to measure the efficiency of health resource allocation in the 14 cities and states in Hunan Province, and the fuzzy-set Qualitative Comparative Analysis(fsQCA) was used to analyze the conditions associated with high efficiency of health resource allocation from the group perspective. Results In 2021, only 5 out of 14 cities and states in Hunan Province achieved DEA efficiency, and the mean value of comprehensive efficiency was 0.925. There were 2 groupings of high efficient allocation: grassroots-facility two-wheel-driven type and resource-economy-demand multiple-driven type. Conclusion There are multiple paths of high efficient allocation of health resources, and health facilities play a pervasive role in allocation efficiency. There is causal asymmetry in the efficiency of health resource allocation. It is necessary to compare the configuration of efficient grouping, optimize the internal and external environment, explore the fitness path of efficient allocation of health resources according to local conditions, and realize the expansion and sharing of high-quality health resources.
