摘要:
家庭医生签约服务的性质、内容和功能决定了政府需发挥主导责任，然而在现实中政府的职责定位不明确甚至出现了偏差，存在相关法律法规不健全、供需不匹配、筹资支付方式不稳定、权责不清晰、全科医生资源配置不足、监督考核机制不完善等问题。对此，基于服务三角模型，从服务战略、服务系统、服务资源三个方面，探讨家庭医生签约服务的政府责任，提出以居民健康需求为导向、完善多元主体协同机制、健全人力财力资源保障等建议，以期助力家庭医生签约服务高质量发展。
Abstract:
The nature, content and function of family doctor contracting services determine that the government needs to play a leading role. However, in reality, the government responsibilities are unclear or even biased, and there are main problems such as incomplete legal and regulatory system, mismatch between supply and demand, instability of financing and payment methods, lack of clarity of rights and responsibilities, insufficient allocation of family doctor resources, and imperfect supervision and evaluation mechanism. In this regard, based on the service triangle model, this paper discusses the government responsibilities in family doctors contracting services from three aspects of service strategy, service system and service resources, and puts forward some suggestions, such as taking health demand of the residents as the guide, perfecting the multi-agent cooperation mechanism and improving the guarantee of human and financial resources, in order to help the high-quality development of family doctor contracting services.
