摘要:
数字技术赋能优质医疗资源扩容和区域均衡布局的作用机制包括:畅通优质医疗资源下沉渠道,强化优质医疗资源引领带动作用,推动非优质医疗资源提质升级。在此过程中,面临诸多现实问题。为此建议,从基础条件、体制机制、应用能力三个方面综合施策,保障数字技术赋能优质医疗资源扩容和区域均衡布局。
Abstract:
The current challenges in China's health system are marked by a general scarcity of high-quality medical resources and their disproportionate distribution across regions. The mechanism of digital technology enabling high-quality medical resource expansion and regional balanced distribution includes unblocking the sinking channels of high-quality medical resources toward community level, strengthening the leading role of high-quality medical resources in less developed areas, and facilitating the standardization and normalization to upgrade low-quality medical resources. In this process, there are many practical problems. To maximize the enabling potential of digital technology, comprehensive measures are recommended from three aspects of foundational conditions, overhauling systemic and procedural frameworks, and application capabilities.
