摘要:

公立医院数据资产管理存在适用范围模糊、权属关系不明、计量和价值评估难度大、安全管理要求高、价值创造能力弱、资产入表缺乏指引等难点问题。完善公立医院数据资产应用机制，政府层面应建立健全数据资产政策体系和管理机制，培育拓展公立医院数据资产应用场景；医院层面应建立健全数据资产管理体系，探索数据资产的价值实现途径；个体层面应积极适应数字化转型，提升数据资产管理能力；三者协同发力，保障公立医院数据资产的合规、安全、高效管理与使用，释放数据资产价值。

Abstract:

There are difficult problems in data assets management in public hospitals, such as ambiguous scope of application, unclear ownership relationship, difficult measurement and value assessment, high security management requirements, weak value creation ability, and lack of guidance for asset entry. In order to improve the application mechanism of data assets in public hospitals, the government should establish a sound data asset policy system and management mechanism to cultivate and expand the application scenarios of data assets in public hospitals, the hospitals should establish a sound data asset management system to explore the ways of realizing the value of data assets, and the individuals should actively adapt to the digital transformation to improve the ability of data asset management. The three parties should make concerted efforts to ensure the compliance, safety, efficient management and use of data assets in public hospitals to release the value of data assets.
