摘要:
伴随老龄化程度的加剧，失能老人的居家照护问题逐步受到重视。南京市居家照护服务调查研究显示，失能老人居家照护在政策、组织、服务、人才等方面存在碎片化特征，应以政策支持、主体协同、服务整合为中心，在宏观、中观、微观层面实现制度的有效整合，构建良好的政策支持环境和组织管理架构，优化照护服务供给方式和整合服务内容，提升失能老人居家照护服务效率与质量。
Abstract:
Along with the intensification of aging, the problem of home care for the disabled elderly has gradually been paid attention to. A survey on home care services in Nanjing shows that home care for the disabled elderly is characterized by fragmentation in terms of policy, organization, services and talents. It is necessary to be centered on policy support, main body synergy and service integration, achieve effective integration of the system at the macro-, meso- and micro-levels, build a good policy support environment and organization and management structure, optimize the way of care service supply, and integrate the content of the service, so as to improve the efficiency and quality of home care services for the disabled elderly.
