目的:分析嘉兴市长期护理保险服务提供和监管现状,提出优化策略。方法:基于政策梳理、数据采集与关键知情人访谈,梳理长期护理保险的服务内容、资源配置以及提供现状。结果:2023年,嘉兴市长期护理保险服务人数为21 018人,定点服务机构205家,国家养老护理员持证人员2 599人;服务监管方面存在未能严格按要求执行服务规范、服务质量评价依赖主观满意度评价、考核频次不足和技术手段应用滞后等问题,亟需进一步优化完善。结论:细化长期护理保险的服务执行标准,明确监管依据,结合数字化技术手段收集客观数据进行服务过程量化评估,从而提升监管证据的有效性和准确性。
Abstract:
Objective To summarize and analyze the current situation of long-term care insurance service provision and regulation in Jiaxing City, and to propose optimization strategies. Methods Based on policy reviews, secondary data collection and key informant interviews, the service content, resource allocation, and provision status of long-term care insurance were summarized. Results In 2023, 21 018 individuals in Jiaxing City received long-term care insurance services. These services were provided by 205 designated service organizations, and 2 599 national nursing caregiver licensees were involved. There were several issues in service regulation, including failure to strictly mandate the implementation of service standards, reliance on subjective satisfaction evaluation for service quality evaluation, insufficient assessment frequency, and lagging behind in the application of technological means, which urgently needed to be optimized and improved further. Conclusion It is necessary to refine the service implementation standards of long-term care insurance, clarify the basis for supervising service quality, and combine digital technical means to collect objective data for quantitative assessment of the service process, so as to improve the effectiveness and accuracy of regulatory evidence.
