目的：探索定点零售药店纳入门诊统筹管理的影响机制，为完善相关政策提供参考。方法：利用解释结构模型（ISM）和交叉影响矩阵相乘法模型（MICMAC），建立影响因素层级结构，探析改革影响机制。结果：定点零售药店纳入门诊统筹管理的影响因素有11个，可分为“低驱动力-高依赖性”的依赖因素群、“低驱动力-低依赖性”的自发因素群、“高驱动力-低依赖性”的独立因素群。结论：定点零售药店纳入门诊统筹管理，需要提高认识，加大配套政策支持力度；强化医保医药政策衔接，促进部门协同合作；加速数字化信息化建设，助力智能化医保监管。
Abstract:
Objective To explore the influence mechanism of the inclusion of designated retail pharmacies in outpatient coordination management, and to provide reference for the improvement of related policies. Methods The Interpretative Structural Modeling(ISM) and the Matrix Impacts Cross-reference Multiplication Applied to a Classification(MICMAC) were used to establish the hierarchical structure of influencing factors to explore the influence mechanism of the reform. Results There were 11 factors influencing the inclusion of designated retail pharmacies in outpatient coordination management, which could be categorized into "low driving force - high dependence" dependent factor group, "low driving force - low dependence" spontaneous factor group, and "high driving force - low dependence" independent factor group. Conclusion In order to include designated retail pharmacies in outpatient coordination management, it is necessary to deepen the recognition of the policy and strengthen the support of supporting policies, strengthen the effective convergence of medical insurance and medicine policies and promote multi-departmental collaboration, and accelerate the construction of digital information technology and facilitate intelligent medical insurance supervision.
