目的：评估上海市“养老院+互联网医院”服务模式的效果，探讨可行的改进措施。方法：基于史密斯模型，通过实地调研、问卷调查、多元主体定性访谈等，考察上海市“养老院+互联网医院”服务模式的效果。结果：上海市“养老院+互联网医院”服务模式的使用低于预期，使用率仅21.49%，使用过服务的住养老人满意率为84%；部分服务内容对养老院护理师的工作造成较大影响，且启动阶段需要投入的人力成本较高，限制了该服务模式的快速推广。结论：为促进“养老院+互联网医院”服务模式长期良性发展，需进一步完善配套政策、提高各主体组织协调能力、优化资源配置、加大宣传推广力度。
Abstract:
Objective To evaluate the effectiveness of the "Nursing Home + Internet Hospital" innovative service model in Shanghai, and to explore feasible improvement measures. Methods Using Smith policy-implementing-process theoretical framework, the effectiveness of the "Nursing Home + Internet Hospital" service model in Shanghai was investigated through field research, surveys, and qualitative interviews with multiple stakeholders. Results The utilization of the pilot service model was lower than expected, with a usage rate of only 21.49%. However, among those who used the service, a high satisfaction rate of 84%was reported. During policy implementation, some of the service components significantly affected the workflow of nursing home caregivers, and the start-up phase required considerable human resource investment, which limited the rapid promotion of this service model. Conclusion In order to promote the sustainable development of the "Nursing Home + Internet Hospital" service model, it is necessary to strengthen supporting policies, enhance organizational coordination among stakeholders, optimize the allocation of resources and improve policy publicity and promotion.
